* Kurdish coalition suggests urgent meeting instead of national conference

BAGHDAD, April 21 (AKnews) – The Kurdish Blocs Coalition (KBC) will propose holding an “urgent” meeting in case the national conference fails to take place, said the deputy head of KBC.

Mohsen Saadun said: “We’ll send an invitation to all the political blocs for holding an urgent meeting for political forces in case the national conference is cancelled.

“The national interest requires holding an urgent meeting,” he added, stating that the KBC has not decided on the formalities for such a meeting.

It has been more than two months since a committee of 12 MPs began mulling over a common agenda for the national conference called by Iraqi President Jalal Talabani.

The gathering was initially proposed to settle disputes and accusations between the major players the National Alliance and Iraqiya List. Recently however there have been suggestions to include proposals in the agenda of the meeting for replacing Prime Minister Nouri al-Maliki.

The news comes as Kurdistan President Massoud Barzani concluded his 24-day trip abroad yesterday. Barzani once more called on political leaders to meet shortly before he began trip to the US, Bulgaria, Hungary and Turkey.

During his meetings with senior officials he voiced his concerns over the recurrence of a “new dictatorship” in Iraq.

16/04/2012 18:29 BAGHDAD, April 16 (AKnews) – The Iraqiya list, Kurdish Blocs Coalition, National Coalition and “important” religious authorities will join forces to replace Prime Minister Nouri al-Maliki.

The details of the understandings between the groups will be announced soon, according to the Iraqiya list yesterday.

The party, led by former prime minister Ayad al-Allawi, said  it had begun making moves to achieve a “national consensus” to withdraw the confidence of Maliki’s government over his management of the Iraqi State, and said he taken all powers.

Maliki has responded that the powers granted to him are constitutional and those who oppose them must change the constitution instead of blaming opponents.

The spokesman for the National Accord Movement, Hadi al-Dhalimi, said that the procedures for the withdrawal of confidence will be announced at a meeting between political leaders  to be held very soon,but did not specify the date.

The move comes amid the escalation of differences between Erbil and Baghdad, where the former accused the latter of escaping the implementation of agreements and described Maliki as someone who is trying to acquire all the top governmental positions.

A source close to Maliki ruled out the possibility of any political movement affecting the position of SLC and Maliki.

Izzat al-Shabandar said: “I personally hope the alliances are disbanded, whether at the level of the Iraqiya, National Coalition or Kurdish Blocs Coalition.

“The disbandment of the political blocs is an evidence and a message to politicians that alliances built on a sectarian basis do not hold up and they must think about the formation of alliances on a practical basis.”

The differences between the political blocs escalated after the arrest warrant was issued against the Iraqi Vice President Tariq al-Hashimi and most recently after the arrests of Electoral Commission Chairman Faraj al-Haidari and member of the Board of Commissioners Karim al-Tamimi.

While the leaders in the Islamic Supreme Council of Iraq,led by Ammar al-Hakim and belongs to the National Coalition (NC), considered the withdrawal of confidence would complicate the issues.

Aziz al-Ugaili, the Deputy for the National Alliance, called for the end of current differences and to reach an understanding through the National Conference that President Jalal al-Talabani called for.

12/04/2012 14:53 SULAIMANIYA, April 12 (AKnews) – The Kurdish Blocs Coalition (KBC) in the Iraqi Council of Representatives today called for an in-depth investigation into Deputy Prime Minister for Energy Affairs Hussein al-Shahristani’s accusations that the Kurdistan Region smuggles oil.

KBC Vice President Mohsen al-Saadoun said Shahristani’s statements are not based on real evidence and were made at a time when the deputy PM is responsible for wasting Iraq’s money.

“Committees were formed to investigate Shahristani’s direct responsibility for the fake contracts with the electric companies and Iraq’s loss of billions of dollars in addition to the disruption of electricity for infrastructure in Iraq, while he is accusing Kurdistan and escalating the disputes between Baghdad and Erbil.”

Shahristani heads the Mustaqillon (Independents) bloc, which belongs to the State of Law Coalition (SLC) led by Prime Minister Nouri al-Maliki. Shahristani held the post of oil minister in the previous government and managed the Electricity Ministry after its former minister Rash Shallal was sacked.

“The draft oil and gas law was agreed upon between the governments of Baghdad and Erbil since 2007 and the law was supposed to be legislated and sent to the Council of Representatives,” added Saadoun.

“But the federal government sent this law to the State Council and changed the legal context using words that do not agree with the agreement achieved in the Council of Ministers in a way that gives more centralism to the federal government in the management of oil and this led to the objection on the draft.”

The Kurdistan region decided to stop all of its oil exports at the beginning of this month in protest against Baghdad’s non-payment of the dues owed to foreign oil companies operating in the region.

The Kurdistan Regional Government called on the federal government last Thursday to form a joint committee between Erbil and Baghdad to investigate the mutual accusations between the two sides about the smuggling of Iraqi oil.

The call came after the Shahristani accused Kurdistan of smuggling oil to Iran and Turkey. This was denied by politicians and officials in the region.

BAGHDAD, April 5 (AKnews) – Iraq’s Deputy PM for Energy Affairs Hussein al-Shahrestani will file a lawsuit against a Kurdish MP who accused Baghdad of smuggling oil to Israel.

Kurdish member of the acting oil and energy committee at the Iraqi House of Representatives Farhad Atrushi said yesterday that the committee has evidence that proves Baghdad smuggles 150,000 barrels of oil per day to Israel.

Faysal Abdullah, head of Shahrestani’s office, said a number of volunteering lawyers today asked the office to file a lawsuit against Atrushi for his accusations against Baghdad.

The office, in turn, assigned a legal adviser to Shahrestani to raise the complaint “considering that the allegation is disrespectful to the dignity of the state,” said Abdullah.

Abdullah advised Atrushi to substantiate his allegation.

Atrushi’s statement followed Shahrestani’s threats over cutting part of the Kurdistan Region’s budget if it did not cancel the decision to completely suspend its oil exports. The decision was made after Baghdad failed to pay the dues of oil companies operating in the region.

02/04/2012 19:03 DOHUK, April 2 (AKnews) – Iraqi Vice President Tareq al-Hashemi left Baghdad with the knowledge of Prime Minister Nouri al-Maliki and at the invitation he received from the President Jalal Talabani, said a spokesman for the Kurdish Blocs Coalition (KBC) in the Iraqi Council of Representatives today.

The KBC added that the Kurds have nothing to do with the issue and ruled out the relation between the presence of Kurdistan President Massoud Barzani in Washington DC and Hashemi’s travel to Doha.

Muayyid Tayyeb from the KBC said Hashemi left Baghdad airport for Sulaymaniyah with consent from both of the political leaders.

Hashemi’s office revealed that he left the Kurdistan Region yesterday for Qatar at the latter’s invitation. During the visit he will meet the Prince of Qatar Sheikh Hamad bin Khalifa Al Thani and the Prime Minister Sheikh Hamad bin Jassim bin Jabr Al-Thani.

As for Barzani’s visit to Washington DC, Tayyeb said the trip was “planned and it was announced a long time ago and everyone knows that the meeting between the US President comes after planning and Barzani’s visit was in response to an invitation”.

Barzani yesterday arrived in Washington on an official visit. He is scheduled to hold several meetings with senior US officials, including a meeting at the White House with President Barack Obama, according to Kurdistan TV’s website.

Barzani announced in the middle of last month that the region would not hand over Hashemi to Baghdad, accusing the central government of trying to involve the Kurds in the issue.

Iraq’s Central Criminal Court set May 3 as the date for the first trail session of Hashemi and his secretary and son in law Ahmed Qahtan in absentia with three charges attributed to them. There are also 70 other people in the VP’s office wanted by the courts.

Hashemi accused the Iraqi judiciary of being subject to the executive power after his requests to the judiciary to transfer his case from Baghdad to Kirkuk province were rejected.

The Iraqi Supreme Judiciary Council issued an arrest order for Hashemi on December 19 on terrorism charges after his guards confessed the VP was involved in series of attacks.

The VP, who is a member of the Sunni-backed Iraqiya bloc, believes Prime Minister Nouri al-Maliki is behind the accusations.

On February 16 the council announced Hashemi’s involvement in 150 armed operations that targeted judges, doctors and senior officers in the ministries of defense and interior by using silent weapons and missiles.

26/03/2012 10:58 DUHOK, March 26 (AKnews) – The spokesman for the Kurdish Blocs Coalition (KBC) in the Iraqi parliament today called for Iraq’s internal political crisis to be discussed at Thursday’s Arab summit in Baghdad, along with the issue of the Iranian and Turkish attacks on the borders of the Kurdistan Region.

Coalition spokesman Muayyid Tayyeb said: “The Iraqis must have united views and their opinion must not represent a certain bloc or party but should be on behalf of Iraq as a whole.”

About the intention of the Kurds to discuss the issue of Iranian and Turkish shelling of the Kurdistan Region’s borders, Tayyeb said: “The issue of Iraq’s borders, including the region’s border, is not our responsibility alone but the responsibility of the Iraqi state in general.

“All the participating states in the summit will present their problems including the security issues, counter terrorism, the Arab spring and the relations between the Arab countries, but I have no information about presenting the issue of the Iranian and Turkish attacks on the borders of the Kurdistan Region.”

Tayyeb called for an end to the “tense” speeches from MPs, in a bid to reduce and resolve the political disputes.

Holding the summit, which is considered the most prominent political event in Iraq since the fall of the former regime in 2003, comes amid a political crisis, which began after the issuance of an arrest warrant against the Vice President Tareq al-Hashemi on charges of supporting assassination groups and the demand of the Prime Minister Nouri al-Maliki to dismiss his deputy, Saleh al-Mutlaq. The differences between the various political blocs have increased ever since.

Iraqiya List and the Kurdish Blocs Coalition accuse the State of Law Coalition (SLC) of not taking seriously the implementation of the Erbil agreement.

The agreement proposed by Kurdistan Regional President Massoud Barzani ended a nine-month dispute over who should run the government following March 2010′s elections. The deal, which was signed by all the major political party leaders in Erbil, reinstated Maliki for the second successive term.

Maliki’s elections rival, Allawi, whose Iraqiya List won the elections, was promised a National Council for Strategic Policies in return for his concession over the PM post. The council was not formed and the PM’s SLC and Iraqiya began incriminating and accusing each other of violating the Erbil pact.

The Arab summit will be preceded by the meeting of Arab economy ministers over two days and one day by the meeting of Arab foreign ministers.

AKnews reported today that Iraq’s President Jalal Talabani identified April 5 as the date for holding the long-heralded national conference to reconcile the political blocs and put an end to the current crisis. The date was identified after consultations between Maliki, parliament speaker Osama al-Nujaifi and leaders of political blocs.

BAGHDAD, March 18 (AKnews) – Exxon Mobil is committed to its contracts in the Kurdistan Region, said the Kurdish Blocs Coalition (KBC) in the Iraqi Council of Representatives yesterday.

Coalition member Farhad al-Atrushi said the US company sent a note on March 8 to the region confirming that it is committed to all of its contracts in Iraq, including those in Kurdistan.

Exxon angered Baghdad when it signed exploration agreements with the Kurdistan Regional Government (KRG). This was considered by the federal government as illegal.

Iraq’s oil minister Abdul Karim Luaibi said on Friday that Exxon informed Baghdad on March 5 that it had frozen its work in the Kurdistan Region.

“Luaibi’s statements came three days before the company sent its note,” said Atrushi.

The presidency of the Kurdistan Region later denied Luaibi’s statements and said that Exxon continues to operate in the region.

The KRG announced in November that it had signed an agreement with Exxon to explore six sites. Exxon is considered to be the first major oil company to deal directly with the KRG.

The Iraqi oil ministry signed a contract with Exxon and Shell in October 2010 to develop West Qurna field.

MP for the National Coalition Rafi Abd al-Jabbar, yesterday, that the holiday quarterly for members of the House of Representatives will be approximately 35 days, calling on members of the Council for the exercise of their work in their constituencies during the holiday, so as to communicate with the people.

Abdul-Jabbar to the reporter and the news agency the future, that “the holiday of assessments for the House of Representatives will be less than forty days, as always will continue until the 18 of this month.”

He explained that “the legislative term of four months, is a commitment to attendance for two months and two-month holiday, and this has not been taken until the Council of this chapter.”

He continued that “the legislative recess quarterly of the Council will come in conjunction with the Nowruz Celebrations and then return to the official working on the third of next month and continue for ten days and then taken the holiday, bringing the total Saatlh Council 35 days or so.”

Calling at the same time, “members of Parliament to communicate with their constituency during the holiday period, the quarterly of the Council, so as to communicate with their constituents who voted and Oouselohm to the helm of the Council.”

For his part, praised the MP for the Kurdistan Alliance bloc Sherif Soliman that the lack of confidence between the blocks is the main reason behind the lack of laws and vote on the proposals through the electronic system in the House of Representatives.

Sulaiman said: The case of electronic voting civilized, but there are those who do not want the way they hurt them, as that there is a desire among some leaders of the blocs that see the vote of the deputies or the fact that some blocks of most of the laws by recognizing the compatibility between the blocks.

He added that the subject of electronic voting has been postponed several times due to lack of hardware and there sounded the deputies are trying to vote instead of their colleagues in the cluster, indicating that the Presidency was diagnosed that case, raising the electronic voting system to be reached to find a replacement.

He pointed to: that the procedure-mail needs to be strictly monitored because most of the MPs can vote through Alcartat is present when a deputy or the use of the card in any device close to the MP to vote, so there is a need for devices sensitive to (SIM card) so that can not be used for two people.

The Iraqi Council of Representatives followed since its first session, which began mid-March of 2006 a system of hands and in the process of counting the vote on laws and legislation, with record attendance by collecting signatures of Representatives.
