DFI will remain in NY Federal Reserve Bank beyond Dec. 2010 — Ban Politics 7/9/2010 10:48:00 PM

UNITED NATIONS, July 9 (KUNA) — UN Secretary General Ban Ki-moon on Friday said the Development for Iraq (DFI) will remain in the Federal Reserve Bank in New York beyond December 31 of this year with the same existing mechanism and arrangements, including payment of five percent of the oil revenues to the Compensation Fund.
In his second quarterly report to the UN Security Council on the issue since last year, Ban said “the Government of Iraq has received confirmation from the Federal Reserve Bank of New York of continuation of the existing mechanism in place for the DFI, to be effective after 31 December 2010.” As a result, he added, a sub-account to compensate the victims of Saddam Hussein’s invasion of Kuwait in August 1990 will be established to enable the Iraqi Government to continue to deposit five percent of its oil and natural gas proceeds in the Geneva-based Compensation Fund.
By its resolution 1483 of May 2003, the council transferred the authority to manage the expenditures from Iraq’s oil revenue from the United Nations to the DFI, and created the International Advisory and Monitoring Board (IAMB) to monitor it.
By its resolution 1905 of December 2009, the council extended until 31 December 2010 the arrangements for depositing those proceeds into the DFI, and asked Baghdad to put in place arrangements to ensure a “timely and effective transition” to a post-DFI mechanism by 31 December 2010.
It also asked Ban to report every three months on the progress by Iraq in preparing for such arrangements and decided to review the provisions of resolution 1483 at the request of the Iraqi Government by mid 2010.
Starting January 2011, the IAMB will disappear and Ban said he is “encouraged” that Baghdad, in coordination with the Iraqi Committee of Financial Experts (COFE), will continue to select an independent international auditor to monitor the successor entity to the DFI.
Iraqi Ambassador to the UN Hamid Al-Bayati told KUNA earlier this week that beginning next year, the DFI will also carry another name, different from the one given to it by the council.
Ban commended Iraq in his report released today for its efforts to make the new arrangements and encouraged Baghdad to continue to meet the deadlines set in a letter by Iraqi Foreign Minister Hoshyar Zebari to the council earlier this year for the successor entity for the DFI.
However, he expressed concern that “owing to certain administrative issues, there were delays in implementing the comprehensive oil-metering system.
“I urge the Government of Iraq to follow up on this issue and ensure that the implementation of the comprehensive oil-metering system continues as envisaged in the time-bound action plan presented to the Security Council,” Ban said. He also recalled that the IAMB continues to highlight issues of concern regarding weaknesses in controls over oil extraction and in the spending ministries. Audit fieldwork is not yet complete, as a result of delays caused by recent bombings that affected a number of ministries.
On the oil-for-food program, which used to buy humanitarian goods for Iraqis with oil money, Ban said irrespective of the manner the council chooses to close it, the conclusion of all pending issues should be subject to the provision by the Government of Iraq of a comprehensive indemnity with regard to all activities of the Organization, its representatives and agents in connection with the program since its inception and with regard to the funds that have been transferred and will be transferred to the DFI.
Also, he added, the conclusion of the outstanding activities under the program should also be subject to the availability of sufficient funds for the Organization to meet the costs and expenses that have been incurred or may be incurred in future in connection with the program, including the ones associated with the winding down of the program and the ones arising from the cooperation of the Organization with Member States in respect of investigations and proceedings related to the program.
The report coincided with a New York Times article published today about how hundreds of millions of dollars in Iraqi crude oil and refined products are smuggled every year from Kurdistan region to Iran under the nose of the US and without authorization from Baghdad. Allawi says govt. likely to be formed in August July 9, 2010 – 03:35:38

BAGHDAD / Aswat al-Iraq: Iraqiya bloc leader Iyad Allawi on Friday expected the Iraqi government lineup to take form in August and the three top state posts to be clear late this month.

“I believe that matters are God willing heading in the right direction. Negotiations are in the final stages and we hope to end this affair as soon as possible,” Lebanon’s national information agency quoted Allawi as saying after a meeting with Lebanese Prime Minister Saad Hariri.

“I have briefed Prime Minister Hariri on developments in Iraq and the negotiations to form an Iraqi government as soon as possible,” said Allawi, a former prime minister of Iraq.

This week has seen a breakthrough between Allawi’s al-Iraqiya bloc, which won 91 seats in the March 7 legislative elections, and incumbent Prime Minister Nouri al-Maliki’s Dawlat al-Qanoon (State of Law), which came second with 89 seats.

The constitutional deadline to name a president of the republic and a speaker of parliament will end on July 13. The president, according to the constitution, would designate a prime minister within 15 days.

Dabbagh calls on INA to propose nominee for PM position

BAGHDAD / Aswat al-Iraq: A leading figure of the Dawlat al-Qanoon Alliance, Dr. Ali al-Dabbagh, called on the Iraqi National Alliance (INA) to propose its nominee for the position of Iraq’s prime minister.

“The problem is that until now the INA has not proposed its nominee for the prime minister’s position,” al-Dabbagh told Aswat al-Iraq news agency.

He explained that once the INA proposes its nominee for this post, the nominee will be compared to a competitor from the Dawlat al-Qanoon Alliance.

“The comparison between the nominees will rely on mechanisms to decide which nominee is more suited to hold this post,” al-Dabbagh added.

He noted that although the INA has rejected the Dawlat al-Qanoon’s nominee (Nouri al-Maliki) to occupy the position of Iraq’s prime minister, the Dawlat al-Qanoon Alliance is committed to the coalition with the INA.

Susan, I lifted the ban on you. I didnt put it on you though. fyi yes there is a deal already done. I am one of them who brokered it. we have it in writing with BOFA corporate in NC. I cannot share the info that I and several others were told about the valuation. but bofa has the rate and it is frozen by the US Treasury and not yet has it been released for public view. the deal was brokered with several of us and the VP of Bank of Americas Foreign Exchange for the US. Here father ok’d it and he is on bofa board of directors in NC. bofa says we are on the clock right now with the treasury and them releasing it. we are told that the projected release is tomorrow
but they said the catalyst is the chapter vii.

Maliki meets Biden – 07/04/2010

BAGHDAD / Aswat al-Iraq: Iraqi Prime Minister Nouri al-Maliki met on Sunday with U.S. Vice President Joe Biden, hours after meeting with the al-Iraqiya bloc leader Iyad Allawi, according to a cabinet press release.

The release did not elaborate on the details of the meeting.

Earlier on Sunday (July 4), Allawi said a meeting with U.S. Vice President Biden on Sunday focused on the need to accelerate formation of a new government, adding Biden did not carry any proposals in this respect.

“A two-hour meeting was held in the house of Iraqiya member and Deputy Prime Minister Rafie al-Issawi between Iraqiya leader Allawi and U.S. Vice President Biden,” Issawi’s office said in a statement received by Aswat al-Iraq news agency.

“The meeting was attended by the U.S. ambassador to Iraq and a host of Iraqi and U.S. political experts and advisors,” it added.

The statement quoted Allawi in statements to reporters after the meeting as saying that the talks dealt with the current situation in Iraq and the region as well as the need to speed up formation of a new government.

“There were no certain proposals offered in this regard on the part of the U.S. side,” Allawi noted.

He pointed out that Biden expressed interest in Iraq’s stability and the need to avoid prolonging the formation of a government so that circles seeking to undermine Iraq’s interests would not capitalize on the current state of affairs.

Biden, entrusted with the Iraqi affairs file, had arrived in Baghdad on Saturday on an unannounced visit amidst faltering talks among Iraqi political powers to form a new government four months now after the country’s second ever legislative elections since 2003 were held.

Differences are heating up among the al-Iraqiya, which obtained 91 seats, and Maliki’s Dawlat al-Qanoon(State of Law), which came second with 89 seats, to win the post of prime minister for the new government.

Incumbent Iraqi Prime Minister Maliki’s bloc struck a coalition with Ammar al-Hakeem’s Iraqi National Alliance (INA), together having 159 seats, in a bid to form the largest parliamentary bloc, a matter viewed by Allawi’s al-Iraqiya as a twisting of democracy on the grounds that his bloc was the largest one with votes in the elections and consequently it has the right to form a government.

Someone called me today saying that Ch7 was lifted and that it was announced in Russia………….. Not! LOL……… but encouragingly enough Russia finally opened their mouths to give their approval/support in the removal of Ch7. Family IMO…………..this is high intel. There are many facts of life and one of them is that Russia NEVER does anything unless it benefits them……..FIRST. To see them NOW come into the picture is interesting. When it comes to world events Russia does not get involved at the beginning of the lit fuse. They normally wait until the end of the fuse is ready to touch the powder keg. I am not being political when I make these statements…….just look at their history. For them to ultimately get involved with a large contingency of countries that for many months now have supported the release of CH7 sends me a message. That the end is near. They certainly are not doing this out of the generosity of their hearts or they would have supported the lifting …………….many months ago…………. When it did NOT benefit them.

Can you name me another stubborn country? Once again it is very encouraging to see another final piece of the puzzle suggesting to lift CH7 and forgiving 80% of Iraq’s debt. This is China Family………the debt is HUGEMONGUS ! There sure is a lot of forgiveness going on this week……makes me suspicious of these two countries. LOL…..I hope they can forgive me!

CHINA has agreed to write off 80 per cent of the debt accrued by Iraq under Saddam Hussein, Iraq’s Finance Ministry said.
Iraq’s total debt to China was $US8.5 billion ($9 billion), the ministry said.
The decision followed a meeting between China’s envoy to Baghdad and the Iraqi Finance Minister, Bayan Jabr, and would ”enhance economic co-operation between the two countries”.
With 83 per cent of votes in the parliamentary election counted, the Prime Minister, Nouri al-Maliki, and his Shiite-dominated bloc, State of Law, were about 40,000 votes in front of Iraqiya, the bloc led by the former prime minister Ayad Allawi, on Thursday.
Neither is likely to gain enough seats to form a government without other parties, and resulting instability could the US’s attempts to reduce troop strength in Iraq from 96,000 to 50,000 by August.

SEOUL (Reuters) – North Korea has executed a ruling party official blamed for a botched currency reform, in a desperate attempt to quell public unrest and stem negative impact on Pyongyang’s power succession, a news report said on Thursday.

The execution by firing squad in Pyongyang last week of Pak Nam-ki, Labour Party chief for planned economy, was for the crime of “a son of a bourgeois conspiring to infiltrate the ranks of revolutionaries to destroy the national economy,” South Korea’s Yonhap news agency said, quoting sources.

But both North Korean officials and even many in the communist country’s public do not believe the explanation that Pak was a conspiring anti-revolutionary, Yonhap quoted sources knowledgeable about the issue as saying.

“The mood is the leadership has made Pak Nam-ki a scapegoat,” one source was quoted as saying.

The unrest, triggered by sharp price increases in the marketplace amid confusion caused by the late November currency revaluation, forced the North to take some steps to roll back its effect.

Analysts said that showed the North was under intense pressure to relieve problems that could upset the stability of the leadership.

Our purpose is trying to find out whether the first payment due on march 15th as the document clearly states, is due in Usd or Iraqi dinar? We have researched documents from the IMF, Stating that Iraq must have a globally recognized currency in order to follow stipulations given by the Imf. So one would think that the same stipulations would apply with the world bank.

Also, there has been a great deal of discussion about Iraq revaluing it’s currency due to monetary policies that have been put in place with the central bank of Iraq’s governor Shabibi, as well as the government of Iraq, I have provided links suggesting their proposed plans.

The amounts due are repayable in USD, not Iraqi dinars.

As to revaluation of the Iraqi dinar, we are not in a position to comment on this, you will have to go directly to the Iraqi Central Bank for this information.

When Iraq accepted 25% of the IMF loan this week……it was good because this money should be dedicated to their currency……..NOT their budget! I actually wondered if they were borrowing from Peter to pay Paul later. Being that they were behind in their 2010 budget ……I found it to be the only logical reason for only taking 25% instead of the complete loan. Below is an article where the World Bank has just given them $250 million USD. Ahhhhh………..so this is the money required for their 2010 budget. Hmmm……..thanks Peter………and here’s a tip too. Let’s take inventory. Almost all the nations on this planet and the man in the moon……..have forgiven Iraq’s debt. They have an Investment Law and an Election Law that was successful although being used as a delay tactic for the RI by saying they need until the end of the month to count the votes……….silly rabbits. Now they have IMF money and World Bank money. Interesting how all of these activities have occurred and we still don’t see CH7 lifted. Makes me look at CH7 as if it was a ghost. I can see you but I just can’t put my hands on you.

BAGHDAD: Iraq has signed an agreement to receive the first of two 250-million-dollar loans from the World Bank to help the country plug its budget deficit, the finance ministry said on Thursday.

The announcement came around three weeks after the International Monetary Fund approved a 3.6-billion-dollar loan to the war-torn country.

“An agreement for a loan of 250 million dollars was signed with the World Bank,” Finance Minister Baqer Jaber Solagh said in a statement, adding the loan was part of a 500-million-dollar package.

The loan, which is to be issued in cash, would help to “finance the 2010 public deficit,” Solagh said.

Iraq projects a budget deficit of 19.6 billion dollars, or 27.1 per cent of total expenditure, in 2010.

The IMF approved its loan to Iraq on February 24, saying it was to help the country meet “balance of payments needs” after the economy was hit hard by falling oil prices in 2009. Oil revenues account for 85 per cent of Iraq’s government revenues. .

Iraq is increasing Turkey’s oil exports to 700 BPD ?!!! Amazing how they can find oil ……..any darn time they feel like it. Watch an article come out tomorrow saying that they are having difficulties trying to produce enough BPD’s to run their country !


WARKA sends an e-mail to its customers telling them not to e-mail them until after the weekend. Makes one think they are preparing for the RI announcement . But IMO ………….Sunday will be a Holiday. We’ll see.

The 5/3rd bank story did not reveal any info on the RI. But the family let them know during the meeting that the reason they withdrew their money from 5/3rd was due to their bad service. IMO…….this is why 5/3rd went out of its way to call them in for a financial investment appointment. They were trying to bring their money back to 5/3rd. Many banks are implementing the policy to retrieve lost customers. To start with a customer that had a significant cash flow with them………only makes sense.

IMO……..many countries are telling Iraq I forgive you because that step must come first before they can be given CH7. The more countries we see do this …..the better for us. But let me ask you something…….how many more countries can you name that need to do this?

The US Feds playing quarterback with Iraq’s finances? I will not go into it here because I answered this last night as I was talking to you Family. It is an interesting turn of events isn’t it?

There will be a lot of meetings tomorrow and I told you the one that our team is paying attention to as I explained about the quarterback. 20 failed and came back ………7 went and are still there. Tomorrow we should learn more of their progress. Tomorrow many meetings will occur in Iraq. Tomorrow Smart Cards will be passed out to the remaining Iraqis on a day that is normally closed for business. Tomorrow makes 7 years since we landed. Tomorrow would have pleased………Noah.
