Iraqi News APRIL 30th

Not sure if this is interesting and not sure if this is right place, however a week or so ago I read where Iraq had Rv’d 20 out of 22 times in April, 18 of those on the 30th, What makes this such a stand out day in the past. 2 other the 29th and other 2 I believe September. Not sure of the relevence however they have had tough circumstances in the past yet these days seem to fall in line. Any thoughts on this?

Wave of Fatal Bombings Widens Fissures in Iraq

BAGHDAD — A coordinated series of explosions struck a party headquarters, two mosques, a market and a shop in Baghdad on Friday, deepening the country’s turmoil amid a political impasse and a concerted military campaign against the leaders of Al Qaeda in Iraq.

The attacks, which killed at least 58 people and wounded scores more in Baghdad and elsewhere in Iraq, were the worst of an intermittent wave of bombings since the parliamentary election on March 7. The outcome of the vote remains unclear, as election officials prepare to conduct a partial recount in Baghdad and possibly other provinces.

The deadliest three bombings on Friday exploded in rapid succession near the headquarters of the political movement led by the Shiite cleric Moktada al-Sadr in Sadr City, the impoverished Shiite neighborhood in Baghdad that bears his family’s name.

Each Friday hundreds of his followers gather in an open square there for noon prayers, and they accounted for many of the victims.

The movement’s candidates did well in last month’s election, giving them increased leverage to shape a new government that they say should not be led by the incumbent prime minister, Nuri Kamal al-Maliki.

A member of Parliament from the bloc, Balqis Koli al-Kafaji, put the attacks in the context of several recent events that she said contributed to the overall chaos here: the still unresolved elections, the controversy surrounding a previously undisclosed prison in Baghdad that held Sunnis from northern Iraq, and the government’s claims of recent successes in dismantling the leadership of Al Qaeda in Iraq, also known as Al Qaeda in Mesopotamia, the main insurgent group here.

Her remarks reflected how Iraq’s myriad challenges — from politics to security to human rights — are perceived to be thoroughly entwined with the violence that still engulfs the streets.

“The security departments are messed up, as everybody looks to find a place in the new government,” she said. “Until now, we haven’t seen any of the security heads announce his resignation. I assert that influential figures in the government, with external agendas, are trying to unsettle security in Iraq.”

The attacks came five days after a joint Iraqi-American raid killed the top two leaders of Al Qaeda in Iraq. Iraqi and American officials hailed the killings — and a series of other killings and arrests before and after — as a devastating blow to the group. At the same time they warned that retaliation was almost certain to come, though it was not clear that the group was behind the attacks on Friday.

At least seven explosions spread carnage in neighborhoods across Baghdad over the course of the day — from a clothing store in Dora to a market in Rahmaniya, from mosques in Huriya and Amin to the three bombs near the Sadr office. The attacks used bombs hidden in a parked motorcycle and cars, among other places, but did not involve suicide bombers, a typical tactic of Al Qaeda in Iraq.

The attacks struck in mostly Shiite Muslim neighborhoods, but in Anbar, the sprawling Sunni province to the west of Baghdad, 7 people were killed and 11 wounded on Friday morning when five homemade explosives damaged a cluster of houses in a small village. A police lieutenant heading to the scene was also killed by a roadside bomb.

Al Qaeda in Iraq and other Sunni extremists are blamed for much of the violence in Iraq, but the country faces threats from other militias and terrorists, including those representing Shiites, often with support from Iran. Without a claim of responsibility, and often even with them, it is difficult to determine the source and motive of attacks here.

If the motive was to discredit Mr. Maliki’s government and Iraq’s security forces, however, it appeared to work.

“I was sitting on the second floor with my children and I heard the explosion,” a man who identified himself only as Abu Ammar, 36, said near one of the explosions in Sadr City. “The windows were blown in. I came down and saw dead bodies everywhere. My house was burning. I did not know what to do, put out the fire or help the wounded.”

“I just want to ask,” he continued, “where is the government?”

The area around the Sadr headquarters is cordoned off during Friday Prayer, prohibiting vehicles from approaching. The first bomb was hidden in a motorcycle parked about 100 yards away. Minutes later, two bombs exploded in parked cars two blocks away. The force of the blasts severed bodies and charred more than a dozen cars nearby. Passers-by buried body parts they found on the street.

Iraqi police officers who arrived fired shots in the air to try to disperse an angry crowd that lingered at the scene. At the neighborhood’s main hospital, which began to turn away victims after filling up, friends and relatives of the wounded and the dead clambered to get inside.

Ahmed Mahdi, shirtless, his chest burned raw, cried as he lay on a hospital bed. He said he had no idea where his brother was and was desperate to find out.

“The politicians are busy forming the government and forgot all about us,” he said. “They are all useless.”

What could go wrong with warka accounts?

The potential for a redemption period to clear out the large Iraqi notes has not been laid to rest and we need a strategy to cope with any mandatory trade in maneuver. Many of us are awaiting long term capital gains calendar dates so a mandatory "000" note redemption period short of our taxable trigger dates may incur a requisite to simply deposit our dinars into Warka accounts.

Should we adopt that strategy, what pitfalls await us with Warka accounts and any aspects of Iraqi banking regulations for withdrawal of Warka IQD deposits in USD? Does Warka have checking accounts we can write from? Do they mail USD drafts to American accounts? What is the worst that can happen to American depositors in credible terms? Facts and opinions would be appreciated in that order.

The Plaza Accord was a growth transfer policy for Europe and Japan that was wholly detrimental to the United States.

Trading Hits a Protectionist Wall

The United States experienced 3% GDP growth during 1983 and 1984 with a current account deficit approaching an estimated 3-3.5% of GDP, while European nations saw a negative GDP growth of -0.7% with huge trade surpluses. The same thing happened to Japan. Trade deficits in general require foreign financing. For the United States during the early to mid ’80s, Japan and West Germany were buying United States bonds, notes and bills from their surpluses to finance our current deficits at the expense of their own economies. It was only a matter of time before protectionist policies entered this equation that would not only hurt United States growth at home but force trade wars that would derail the entire system of trade for all nations.

During this period, Inflation was the lowest it has been in 20 years for all nations, and European nations and Japan were Investing in their own economies to promote growth. With low Inflation and low interest rates, the repayment of debt would be accomplished quite easily. The only aspect missing from these equations was an adjustment in exchange rates rather than an overhaul of the present system.

Global Cooperation

So the world cooperated for the first time by agreeing to revalue the exchange rate system over a two-year period by each nation’s central bank intervening in the Currency markets. target rates were agreed to. The United States experienced about a 50% decline in their Currency while West Germany, France, the U.K. and Japan saw 50% appreciations. The Japanese yen in September 1985 went from 242 USD/JPY (yen per dollar) to 153 in 1986, a doubling in value for the yen. By 1988, USD/JPY exchange rate was 120. The same thing happened with the German Deutsch mark, French franc and British pound. These revaluations would naturally benefit developing nations such as Korea and Thailand, as well as leading South American nations like Brazil because trade would again flow.

What gave the Plaza Accord its historic importance was a multitude of firsts. It was the first time central bankers agreed to intervene in the Currency markets, the first time the world set target rates, the first time for Globalization of economies and the first time each nation agreed to adjust its own economies. Sovereignty was exchanged for Globalization.

For example, Germany agreed to tax cuts, the U.K. agreed to reduce its public expenditure and transfer monies to the private sector, while Japan agreed to open its markets to trade, liberalize its internal markets and manage its economy by a true yen exchange rate. All agreed to increase employment. The United States, bearing the brunt of growth, only agreed to devalue its currency. The cooperative aspects of the Plaza Accord were the most important first.

Currency Value – What Does It Mean?

What the Plaza Accord meant for the United States was a devalued currency. United States manufacturers would again become profitable due to favorable exchange rates abroad, an export regimen that became quite profitable. A high U.S. dollar means American producers can’t compete at home with cheap imports coming from Japan and European nations because those imports are much cheaper than what American manufacturers can sell according to their profitability arrangements.

An undervalued currency means those same imports would experience higher prices in the United States due to unfavorable exchange rates. What a high dollar means for the United States is low Inflation and low interest rates that benefit consumers because they have enough dollars to far exceed prices paid for goods. What the United States agreed to was a transfer of a part of its gdp to Europe and Japan so those economies would experience growth again. And all this was accomplished without fiscal stimulus – only an adjustment of exchange rates. What is understood in the modern day are the harsh effects such devaluations may have on an economy.

Japan Feels the Effects

The Japanese felt the worst effects in the longer run of its signing of the Plaza Accord. Cheaper money for the Japanese meant easier access to money along with the Bank of Japan’s adoption of cheap money policies such as a lower interest rate, a credit expansion and Japanese companies that moved offshore. The Japanese would later become the world’s leading creditor nation of the world. But cheap money policies would later create a slower consumption rate at home, rising land prices and the creation of an asset bubble that would burst years later that led to the period for Japan known as the lost decade.

Japan’s recovery today from its lost decade is still very questionable due to the price of its currency. This may be the reason why currency prices today target inflation as a means to gauge growth policies rather than some arbitrary target as was set with the Plaza Accords.
