* Allawi Opposes U.S. Plans For New Iraqi Government

On August 20, 2010 Iyad Allawi, the head of the Iraqi National Movement traveled to Russia. During a meeting with Prime Minister Vladimir Putin, Allawi told the gathered press that the United States was against him, and that they wanted a government that was friendly with Iran. His statement was a way to voice his opposition to Washington’s plan for a new Iraqi government.

Allawi had two goals in mind when he talked with the media in Russia. First, he was right when he said that the U.S. opposed him. As reported before, the Americans have decided to back Prime Minister Nouri al-Maliki for a another term. Allawi is obviously upset with this development as it may cost him the top post in Iraq. Wishing to push back, he claimed the U.S. plan will only benefit Tehran as they support Maliki as well. Iran has been putting intense pressure on the Sadrist-Supreme Council led Iraqi National Alliance to agree to Maliki as PM again, but without success. The difference between the two countries is that the U.S. wishes to see Maliki and Allawi align together with Allawi becoming the head of a new national security council, while Iran wants the two main Shiite lists, Maliki’s State of Law and the Iraqi National Alliance to be the main partners in a ruling coalition, and to sideline Allawi. The Iraqi National Movement has been in intense negotiations with all sides to avoid both of these scenarios, but there has been little headway since the election.

In March 2010 the Shiite vote was split between State of Law and the National Alliance. That allowed the National Movement to garner the most seats, 91 out of 325, in the new parliament. Ever since then they have insisted that only they have the right to put together a new government. That has been for naught so far, as Iran got the Shiite lists to reunite, Washington and Tehran have come out in favor of Maliki, while the Kurds have sat on the sidelines waiting for the Arab parties to work out their differences before seriously joining the fray. That has frustrated Allawi and his list, and was what motivated him to make his statement about Washington playing into the hands of Tehran when he spoke to the press in Moscow. He wants to pressure the Obama administration into changing its mind about the premiership, but that may prove as futile as his previous moves.

BAGHDAD: Iraqi Prime menu Iyad Allawi said Iran has vetoed and a red line on his tenure as prime minister next year.

Allawi said in a press statement from Kuwait, he said, have not heard of other countries put red lines on one but I heard that Iran has put on some red lines and reaching our ears, that Iran has vetoed on Iyad Allawi.

He said the maturity of the formation of the Iraqi government is the more important that the Iraqi people the unenviable situation of urgency and that the random formation of the government does not Tbban in the interest of Iraq and its stability.

In response to a question about the right of the Iraqi List, headed in the formation of the government and the reply made by Prime Minister Nuri al-Maliki has said it is not right, Allawi said al-Maliki did not say so, but he had formed a fragile coalition is not clear do not have one candidate.

Allawi said he hoped to take the form of dialogues and negotiations and natural access to establish a strong Iraqi government is able to play to its functions.

In response to a question on whether there is a tendency by the United Nations to impose a new government on Iraq, he said: The United Nations does not have executive force sufficient to do so, pointing out that the Executive Force is in the United States and America would not intervene in this regard and it is not unheard of.

And the status of Iraq in the future, Allawi said: that Iraq is moving towards stability by seeking to form a government agreement with the other powers.

He added that the responsibility to protect Iraq is an Iraqi responsibility, first and second regional responsibility, noting that it requires the cooperation of the region’s countries are clearly with the Iraqi government next

Just last week the government of Iraq announced the budget for 2011 would be approximately 90 trillion dinars during discussions with the cabinet. It does not really matter what the amount is as you have no government to enact any new legislation as the government is nonexistent. Plus, with the current report of oil exports down in the month of July to 1.8 bpd the government is going to have to recalculate the 2011 budget. The government has a target of 12 million bpd in six to seven years which I would think ten years is more realistic time frame considering the infrastructure of Iraq is in dire shape. The article mentions the lower export totals was due to domestic consumption and oilfield maintenance. I would also add attacks on the pipeline especially in the northern areas.

We all know the the northern Iraq pipeline operated by the North Oil Company, has been shutdown since Saturday due to technical reasons. The pipelines and the refineries are in bad shape and officials have stated the pipeline should be up and running on Thursday. There was more problems for the North Oil company has five employees were killed in a robbery as they were traveling to the work site with 453 million in Iraqi dinars. You have to wonder with sending a large amount of cash you would think they would have armed security guards traveling with them. In this case they had no security traveling with the North Oil Company employees.

The Iraqi and Kuwaiti government are going to try agin and solve their problems of war reparations and land disputes between the two countries. The Kuwaiti Ministry of Foreign Affairs has stated he has no intention of giving up land that is owned by Kuwaiti’s that are on Iraqi land. Another dispute that needs to be resolved if you ever want to be released from U.N. resolutions of Chapter VII. The iraqi government is purposely slowing down the process of handling over documents to the properties to the land owners whom are Kuwaiti’s.

Dr. Iyad Allawi has left Russia after his meeting with the Russian President and also had a meeting with the officials of the Crescent Petroleum Company, of U.A.E.. The Russian Oil Company Rosneft, has invested $630 million dollars into Crescent Petroleum Company to drill for Gas in Sharja, U.A.E.. Next you will see both of these Oil Companies in Iraq has the U.A.E. is the largest state to invest in Iraq to date.

The Oil and Services Company Petrofac, U.K. has been doing services for an unidentified international oil company in Iraq. They are reporting growth profits this year. We will keep a eye on this company and hopefully learn which international Oil Company are getting there services.

I have mentioned this and I have said that the Cleric Ayatollah Sistani, does not get involved in politics. The cleric has sermons to perform on Fridays then worry about Iraqi politics.

Central Bank of Iraq Governor Dr. Sinan Al-Shibibi is calling for international banks to come to Iraq and partner with Iraqi banks. Al-Shibibi said “We are calling for them to come and help develop the financial system, this is the objective. I would prefer that they establish standalone branches but even if they do a partnership with Iraqi banks that would be fine.” When you have family owned run banks it is going to be tough to partner and let an outsider look at everything the bank has been doing for the last six years. I would like to see a western stand alone banking operation to show and demonstrate the banking practices of the 21st century.

By the way Prime Minister did send a letter of apology to Dr. Iyad Allawi.

President Jalal Talabani emphasized during a meeting with a US Congress delegation on Monday, August 23, that the relations between the United States of America and Iraq will witness during the upcoming stage, a remarkable developments in the fields of economy, culture and commerce.

The President reiterated that the Iraqi people are grateful to the USA for its support and liberating them from tyranny and rebuilding their country clarifying that the relations between the two countries will enter a new and more developed phase following the US forces withdrawal.

President Talabani pointed out to the importance of Iraq’s position in the area and the world emphasizing that the Democratic Iraq will be a model and a factor for peace , stability, progress and openness in the region.

The President highlighted the latest political developments in the country and steps of forming the new federal government clarifying that all Iraqi political parties will agree on a joint program to form a real National Partnership Government.

For its part, the US delegation which included members of the US Congress Brian Baird and Paul Ankles, thanked President Talabani for his hospitality emphasizing their country’s willingness to develop the strategic ties between Iraq and the United States of America wishing the Iraqis to form their government as rapidly as possible.

My friends, I would like to suggest to you all that this article is one of the most important that we will see prior to the RV.

In essence, the president of the Republic is now announcing to the world that Iraq is now prepared to take its place as a “player” in the world economy.  This is much bigger than the formation of the “new government”, as I see it.

Let me break it down.

Here is the first part of the quote:  Iraq in the near future will see “remarkable developments in the fields of economy, culture and commerce.”

This, in my opinion, is a statement that Iraq is ready now, finally, to enter the world economic community with a world recognized currency.

His next statement is even more telling:

“The President reiterated that the Iraqi people are grateful to the USA for its support and liberating them from tyranny and rebuilding their country clarifying that the relations between the two countries will enter a new and more developed phase following the US forces withdrawal.”

This is a clear statement that Iraq is willing and ready to take its place on the world stage.  They can only do this with a world-recognized currency.  The emphasis, by his own statement is away from US control into “rebuilding their country”.

His next statement is extremely powerful in that it is stating something that is DONE:

“President Talabani pointed out to the importance of Iraq’s position in the area and the world emphasizing that the Democratic Iraq will be a model and a factor for peace , stability, progress and openness in the region.”

Clearly this is a statement that Talabani is confident that a new government is a done deal, even if behind the scenes, and that he is confident that the new government will not only “occur” but that it will be a MODEL to the entire Middle East for “peace, stability, progress, and openness in the region.”

Ask yourselves this:  how could he come out preemptively and make this statement unless this is a “done deal.”

Next, he gives us a hint at the “real situation” in Iraq:

“The President highlighted the latest political developments in the country and steps of forming the new federal government clarifying that all Iraqi political parties will agree on a joint program to form a real National Partnership Government.”

So we no know that a super coalition has been formed and will be announced, with all parties involved.  This has always been a Kurdish condition for their participation, and by this statement we know that it is done.

Talabani has made this statement to the world, not to the Iraqi people.

What has been happening in the background is a grand preparation, in my opinion, for a resurgence on a very large scale by the country of Iraq into the world economic stage.

What is amazing is that a Kurd has now stated that the new government is about to be announced.  This comes on the heels of a statement from a Kurd that “no alliance” has been formed just yesterday.  However, we now know that, behind the scenes, as I have stated before, the Kurds have been working diligently to create a compromise that will include all four factions of this nation into one unified government.

Clearly Talabani and Allawi are great politicians, and we will see the resolution this week, based on this important announcement.

I know that I have stepped out here, but Talabani’s statement is a clear indication to me that Iraq is about to “take the stage”.

What this means is that the announcement of the new government is imminent, as well as the RV.  The one will come, essentially, with the other.  Talabani cannot make such bold statements without the REALITY of the RV, in my opinion.

Of course, I could be wrong.

I would prefer that they establish standalone branches but even if they do a partnership with Iraqi banks that would be fine.”  When you have family owned run banks it is going to be tough to partner and let an outsider look at everything the bank has been doing for the last six years.  I would like to see a western stand alone banking operation to show and demonstrate the banking practices of the 21st century.

By the way Prime Minister did send a letter of apology to Dr. Iyad Allawi.

Honestly, I just can’t handle the back and forth right now.  I’m shutting off your ability to comment for a day or two.  We’ll see.

I’ll bring it back on, but right now with the ripping of others, the threats of lawsuits, the insults, and so on, it’s all just too much for me.  I give an inch and one “fox in the hen house” and before you know it, we’re overrun by those who seem to feel this is now the soapbox for why we all shouldn’t be in this investment.  It really is just too much.  I need a break from it so I’m taking it.

Yes, it will feel quiet for a couple of days, but for most, it will be a NICE quiet. :)   So, enjoy.  I’ll turn back on the PRIVILEGE to comment on my site in a day or two.  I expect that all will remember my site’s rules.  Even with the “BALANCE” section, I still require that you follow the rules.
