* Prime Minister’s Term Not Extended

Dohuk, July 18 (AKnews) – An Iraqi lawmaker said that the recent decision by the Iraqi Federal court had specified the term extension for the Iraqi Presidency, but not the Prime Minister.

The Court on July 15 decided to extend the term for the Iraqi presidency council to the date that the next Iraqi President is elected by virtue of the constitutional article 72.

Though the Iraqi Presidency and Presidency of the Council of Ministers are the executive authorities, the ruling by the Court was meant only for the Iraqi Presidency, Mohsen Sa’dun, an MP from the Kurdish Factions Alliance (KFA) told AKnews on Sunday.

“The Iraqi President’s term constitutionally ends the day the Iraqi Parliament is outdated”, he said, adding “Now the authorities of the government are very limited for it does not enjoy the support of parliament; in other words, the government is not constituted by parliament”.

Bayazid Hasan another Kurdish MP from Goran (Change Movement) also noted that the decision allows for the Iraqi President’s term extension.

“But the Prime Minister will also run his office till the new government is formed”, he concluded.

Hey peeps!

It seems as if there is still lots of news coming out about the election results today as there has been for weeks. Today, we’ve seen a mixed sort of news that seems to be somewhat confusing as usual. Arabish certainly isn’t the easiest to read and you really have to slow down and read it carefully.

From what I understand, it appears as if all parties are aware of the impeding deadline to resolve the issue of forming the government. In an article posted by Med titled, “Member of the Iraqi List Shows Optimism About Breakthrough’s In Forming a Government,” it states that the Iraqi List (Allawi) is fighting for its constitutional right to form a government within the 15-day deadline stated within the article. It further states that Allawi is fighting for his agenda to provide a “…decent living for all individual member of society.” I found this phrase very interesting, as it appears to insinuate that economic growth and prosperity are still at the top of the Iraqi List (Allawi) agenda for their administration.

In another article posted by ArlingtonAz titled, “Talabani, Maliki Discuss Forming a Government,” it at first appears to be another article meant to throw us all into a blender of confusion, however I believe that all parties are aware that the current situation is not fruitful. In my opinion, I believe that with the United Nations, Vatican, Clinton, Biden and I would go so far as to include the Queen of England asking for Iraq to move along in their political process that Talabani had a discussion with Maliki about his need to give up his fight in order to allow progress for the country.

Maliki has been unable to gain the majority seats within the parliament in order to form a government and it addressed again with several articles of the National Coalition denying him their support for a second term. One article that particularly speaks of this is an article posted by Chloe titled, “National Coalition Again Denies Maliki a Second Term and Squashes Sadr Rumors.”

Now I personally believe that we’ll see Allawi as Prime Minister and Talabani as President, and possibly a concession to the National Coalition for some other sort of government representation. It has been my understanding that Allawi would get the Prime Minister’s position all along, however one is never certain when it comes to Iraq due to its nature to seek and destroy themselves.

By all right, according to constitutional standards, the position is to go to Allawi. He is the one who the United States favors as well as most of the global leaders, due to his drive to bring Iraq into prosperity, thus allowing other global nations to prosper in return.

Another article was released today, posted by Topkick titled, “World Bank To Invest 300 Million In Iraq.” While we all hear rumors of how they must have an internationally tradable currency in order to partake in such loans, it is apparent that Iraq has found ways to skim around what we all believe to be true. However, the article itself lends some very exciting wordage when it states,
“…This is a dramatic change in the Bank’s priorities in the region, although there are a lot of projects could be undertaken in other areas, but attention has increasingly shifted toward Iraq.

Observers believe that the activities of the Foundation of the World Bank will help in preparing the ground for further actions by institutions and business organizations and the world’s leading financial, which will speed up the growth path in Iraq.
I found myself smiling after reading such affirmations as we’re actually seeing words that are beginning to match what we’re hearing from various sources!!!

One of our members named Daystar, posted an article yesterday titled, “League Supports The Exit of Iraq From Chapter VII.” While this article is speaking solely about the Arab Leagues support for the exit from Chapter VII, it is still another step forward in this process.

On the 13th of July, Sooner_Chick posted an article titled, “U.S. State Department: Remarks With Iraqi Foreign Minister Hoshyar Zabari After Their Meeting,” in which Clinton provides a briefing on her meeting with the Foreign Minister. The briefing spoke of the ongoing fulfillment of the Framework Agreement, which I believe is somewhat of a big deal in providing Iraq sovereignty. She goes on to state, “The foreign minister is co-hosting the committee along with Assistant Secretary for Near Eastern Affairs Jeff Feltman, and they are working on a range of common concerns, including Iraq’s removal from UN Chapter 7 sanctions and other important matters that are of concern to Iraqis.” Although we are all aware that the removal of Chapter VII is at the top of the list of matters to be addressed, it is still reassuring to see it being mentioned by Clinton in this briefing. However, when Clinton addresses the election issue she states that it’s important to provide an inclusive administration, meaning that everyone wins. I believe this is where we will see some sort of a concession given to the National Coalition as to not stir further violence, as they have already proven themselves capable of in the past election.

In conclusion, while I’m certain that further articles will arrive throughout the day I feel that we’ll see the Iraqi List form the government and it will hopefully be completed within the deadline. The global community is truly placing them under a burner to get their act together and it is most exciting to see it take place, as this is what they’ve needed. It is my belief that the United States has been providing the GOI enough room to form their government on their own in hopes that the Iraqi people cannot say that whomever forms the government was a mere puppet of the United States. It has become painfully evident that the Iraqi government is incapable leaders still. However, it is still my opinion that the G8 wishes to wash their hands of Iraq and to see this come to an end with the formation of government, the removal of Chapter VII and their emergence into the global community by having a internationally tradable currency. The United Nations has enough concerns that their cup is overflowing with issues. The IMF cannot allow the Euro to be at risk, and Iraq’s status is such that while they are in the adolescent stage of their maturity they are not incapable of having sovereignty. The UN can allow them to return to full sovereignty and monitor their progress while releasing themselves of the burden.

It is also my opinion that the Obama administration needs to fulfill certain promises made during his campaign stumps. The administration has yet to fulfill any major promises and they must pull this through in order for any small hope of a second election and I believe we are beginning to see Obama become more assertive in considering Iraq. And, let’s not forget the so-called secret plan he has to cut the soaring budget he has accrued since taking office in half! LOL I cannot think of anything he could produce that provides such a windfall.

I’ve still got my fingers crossed to see the revaluation of the Dinar by the end of next month. I pray it doesn’t extend past that but this is merely my own hope.

* Al-Maliki’s coalition underestimates meeting between Allawi and al-Hakim

Karbala, July 17, (AKnews) – The State of Law, led by the outgoing Prime Minister Nuri al-Maliki, has underestimated the meeting, scheduled to take place between the leader in the Islamic Supreme Council, Ammar al-Hakim with the Head of al-Iraqiya list, Iyad Allawi, denying at the same time any meeting between al-Maliki and the leader of Sadr movement Muqtada al-Sadr in Iran.

“The meeting between Allawi and al-Hakim is a completion for the Iraqi political process, which must include all winning blocs in the elections,” Hana’a al-Taei said in a statement to the reporters in Karbala.

“Not everything done by al-Iraqiya means disbanding the alliance between the State of Law and the National Coalition, since the components of the alliance have strategic, national and common visions to support the political process in Iraq,” he added.

“The discussions are underway with most of the political blocs and not only with al-Iraqiya List, since we believe that the next government must be formed on national partnership basis and not on the exclusion of the other,” Al-Taei stressed.

While a leader in the Islamic Dawa Party and a member in State of Law, he re-denied the existence of any meeting between al-Maliki and Muqtada al-Sadr in Iran.

The heads of the parliamentary blocs decided to postpone the next parliamentary meeting for two more weeks, after their failure to reach an agreement about the sovereign posts in the next government, despite the passage of four months after the legislative elections.

The winning political blocs in the elections didn’t reach so far any solutions and the debate now is over: “who is authorized to form the next government.” Al-Iraqiya bloc confirms its right, based on Article 76 of the Constitution, while the two Shiite alliances insist on this right based on the interpretation of the Federal Court.

The State of Law insists on nominating only one candidate, who is the outgoing Prime Minister, Nuri al-Maliki, for the new Prime Minister’s post, while the Iraqi National Alliance demanded it of naming more than one candidate for the post, especially that some forces within the coalition, particularly Al-Sadr Movement, led by the cleric Muqtada al-Sadr, opposes the nomination of al-Maliki for a second term, and the Iraqi National coalition nominated informally the former Prime Minister Ibrahim al-Jaafari and the outgoing Vice-President Adel Abdul Mahdi for the post.

BAGHDAD / Aswat al-Iraq: Iraqi President Jalal Talabani discussed during a meeting with Prime Minister Nouri al-Maliki on Saturday means to form a new government, according to an official source.

“Talabani and Maliki discussed the current situation in the country, means to form a new government and the relevant activities among political blocs to reach an agreement,” the source told Aswat al-Iraq news agency.

“The two sides co-stressed respect for the constitution and how to reach a solution to the nation’s current political crisis,” he added, not giving more information.

Parliamentary elections in Iraq, held on March 7, 2010, had created large-scale differences among politicians over the bloc that is entitled to form a new government after former Premier Iyad Allawi’s al-Iraqiya bloc won 91 seats, followed by Maliki’s Dawlat al-Qanoon (State of Law) bloc with 89 seats out of a total 325 seats in the Iraqi parliament.

Maliki’s bloc reached a coalition with the Iraqi National Alliance (INA), which won 70 seats, in a bid to form the largest bloc in parliament, a move that was vehemently opposed by al-Iraqiya on the grounds that the latter enjoys the right to form a government.

* Iraqi political crisis on path to solution — Al-Maliki

BAGHDAD, July 17 (KUNA) — Iraqi Prime Minister Nouri Al-Maliki said on Saturday that the political stalemate in Iraq and the government formation predicament was on its way towards being solved.
His comment came following a meeting with Iraq’s President Jalal Talabani at the presidential headquarters, according to a statement from the president’s office.

The statement quoted Al-Maliki as saying that the situation in Iraq was on its way towards a solution, that intricate knots were set to be dissolved and that mutual understanding on efforts for the government formation was on the way.

For his part, Talabani called for the need to take tangible steps towards finding appropriate grounds for a true agreement and hastening a government formation built on national unity and one that includes all Iraqi factions without prejudice.

A member of the Kurdistan Alliance Faryad Raundozi close a meeting of the leaders of parliamentary blocs to discuss the mechanisms of the formation of the new government.

وأشار راوندوزي في تصريح لـ”راديو سوا” إلى أن ائتلاف الكتل الكردستانية يسعى إلى تقييم مباحثاته التي أجراها مع الكتل السياسية خلال المدة الماضية.

The Raundozi in a statement to “Radio Sawa” that the coalition of Kurdish blocs seek to assess his discussions with the political blocs during the past period.

وأكد راوندوزي أن المباحثات الجارية مع الكتل الأخرى لم تتطرق حتى الآن إلى تفاصيل تشكيل الحكومة.
