* Iranian deal to take over al-Maliki as prime minister

Baghdad, July 17 (Akaniwz) – An Iraqi source familiar with, Saturday, for details of the deal Iran-Sadr’s movement led by cleric Moqtada al-Sadr and the coalition of the state of law which is headed by Iraqi Prime Minister outgoing Nuri al-Maliki and that leads to preside over the final the next government.

* Member of National Alliance: “unannounced agreement between regional and international parties for Al-Maliki taking over second term fails

Baghdad, July 17 (AKnews) – A member of the National Alliance has revealed on Saturday that there was an unannounced agreement between the regional and the international parties before the general elections that took place on 7 March with the support of the State of Law leader, Nuri Al-Maliki, for a second term; “however, the agreement was locally rejected.”

“there were some special agendas by Iran, America and Britain before the election to nominate and support Al-Maliki to be the prime minister for a second term because he has the experience in the Iraqi Affairs after the former regime had changed,” Abdul Jabbar Al-Moussawi, A member of the National Alliance said.

“The unannounced agreement between the regional and international parties was rejected by the winning lists in the election, that caused confusion to the political process which aimed to drag Iraq to compulsion case, not choosing freely,” Al-Moussawi added.

“A State of Law delegation went to Iran earlier to resume talks with the religious Marja’eya (leadership),” noting that “the delegation tried to meet the Sadreset leader, Muqtada Al-Sadr to complete the negotiations,” he said.

“The coming hours and days shall witness more divergence, understandings and consensus among the blocs to solve the problem of forming the government and to go to the Parliament with an agreement on the three presidencies.

It is noteworthy that 12-days is splitting us from the end of the extended period by the parliament which is (15) days. The dispute is still ongoing between the political blocs over the three presidential positions that may lead to a second postponement.

The Election Commission in Iraq had announced that the number of seats of the winning blocs remained the same after the manual recount in Baghdad that lasted 12 days, following the appeal submitted by the State of Law, led by the outgoing Prime Minister, Nuri Al-Maliki.

A statement released by the Federal Court has stated that the term ((the largest parliamentary bloc)) means: either the bloc that was formed after the elections through one electoral list that participated by a certain name or number, and that gained the largest number of seats, or the bloc that was formed by the alliance of two or more electoral list that participated in the elections by different names and numbers, and was joined in one bloc that have one entity in the Parliament. The President will assign the parliament bloc candidate in which its parliamentary seats is bigger in the first session of the parliament or the other blocs to form the council of ministers according to article 76 of the constitution.

Al-Iraqiya coalition (91 seats) insists that the Article refers to the winning list in the elections, while State of Law coalition (89 seats) considers that the text means any bloc that might be established as a result of a merger or an alliance of any winning bloc after the elections.

This controversial interpretation has outraged the leaders of Al-Iraqiya, who considered it as a revolution against democracy and the electoral and constitutional right.
