* Deficit in budget not real – source

BAGHDAD / Aswat al-Iraq: The deficit in Iraq’s 2010 budget has not yet become real six months after implementing the budget, the Iraqi prime minister’s economic advisor said on Tuesday.

“Spending in the budget is higher than the revenues, but delays in executing many projects have kept the budget’s deficit unreal,” Abdilhussein al-Anbaki told Aswat al-Iraq news agency.

He noted that Iraq’s oil exports will be increased by big margins over the coming three years, a matter that will cover deficits in budgets.

“Spending should be handled in the right way which return revenues, and represents a real addition to economy,” al-Anbaki explained.

* Biden’s latest Iraq visit came at the wrong time

U.S. Vice President Joe Biden spent last weekend in Iraq to help the country’s disparate leadership to build a new government four months after inconclusive parliamentary elections.

The U.S. has an effective embassy in Baghdad staffed with efficient officers. U.S. troops are still there in Iraq. This is besides the different types of relationships and connection U.S. has set up in the country in the years since its 2003-invasion.

Such heavy presence should give the U.S. a good picture of the details of what goes on among Iraqi forces vying for leadership and their four-month rivalry over the formation of a new government.

For this reason nothing has come out of Biden’s latest tour of Iraq. The visit did not improve U.S. chances on the ground. It did not give the U.S. the edge that would have helped it defuse the crisis over the selection of the country’s new prime minister.

So, was the visit really necessary? I believe the timing of the visit was inconvenient and unsuitable. Therefore, it was not surprising to see Biden leaving empty-handed.

The visit came as the crisis over the creation of a new government is at its peak. It is assuming different characterizations: it is both personal and sectarian in nature.

Biden wanted to give the world the impression that the U.S., which is preparing for the withdrawal of its troops from Iraq, will not leave the country’s political crisis behind its back. He wanted others to believe that Washington is in charge of the Iraqi file.

This attitude might have been true if Iraq’s eastern neighbor was not Iran, a country in conflict with Washington. Biden could not leave the slightest impact on the status quo in Iraq despite his country’s formidable military presence in the country.

It is time U.S. politicians like Biden and others publicly admit that the Iraqi file is in Iran’s hand. Iran holds the Iraqi file dear to its heart the way it holds its nuclear file. Iran might be ready to negotiation over its nuclear file. But do not expect Iran to compromise its firm hold on Iraq file.

No one should think for a moment that Iran, given its long arm in every aspect of life in Iraq, would ever show any flexibility towards U.S. overtures, even if they came from Vice President Joe Biden.

The crisis in Iraq will not be eased so long as the U.S. ratchets up the pressure on Iran over its nuclear file.

How could the U.S. expect Biden’s mission to succeed when he lands in Baghdad only hours after President Barack Obama signed new tough sanctions against Iran.

Can we assume that the U.S. has no idea of the Iran factor in the corridors of power in Iraq? This is an impossible assumption.

But if that is the case, Iraq will remain holding the title: “The owner of unknown future.”

Biden’s visit came at the wrong time. But for how long will Iraq keep paying for America’s wrong timings?

Iraq VP Abdul Mehdi in Cairo

Iraqi Vice President Adel Abdul Mehdi is pursuing his visit to Egypt where is due to meet today President Husni Mubarak.

Iraqi VP met with Egyptian Prime Minister Ahmad Nadif and Arab League Secretary General Amro Moussa.
Abdul Mehdi announced in press statements that Iraq’s new President will be elected on July 14. The new President would appoint a Prime Minister to form the government within 30 days, he added.

Iraq has gone through difficult situations, yet, Iraqis are willing today to overcome all issues and complications, Abdul Mehdi said.

Iraqi VP praised Arab League’s role in Iraq as positive, he noted.

* Biden: Iraqis are ‘absolutely ready’ to take over full security

Vice President Joseph Biden said Monday that the Iraqis are “absolutely” ready to take over full responsibility for securing their country as the U.S. proceeds with a planned draw-down of combat forces.

“They are ready. Absolutely they’re ready to take over,” Biden said in an interview with NBC News during his two-day trip to Iraq over the July 4th holiday.

As part of an agreement reached with the Iraqi government during the Bush administration, the U.S. is drawing down to 50,000 combat troops in Iraq this summer from a high of 145,000. The date of Aug. 31 will mark the end of the U.S. combat mission in Iraq.

“It’s well, well under way, and it’s working,” Biden said of the troop withdrawal.

Security concerns surrounding the U.S. pullout have been raised as Iraq struggles to form a government four months after parliamentary elections resulted in no party winning a clear majority.

“The hard part for them is forming this government,” the vice president said. He added, however, that “the caretaker government is doing a pretty **** good job on the security.”

Biden met with the leaders of the various parties battling for control, although the vice president and other administration officials have said that he emphasized that the U.S. has no preferred candidates or outcomes, and that it would not interfere in the forming of a government.

The security worries were underscored by an explosion that rocked the U.S. military compound in Bahgdad during Biden’s visit.

No one was hurt, and there was no reported damage, but “duck and cover” alarms were sounded in the American embassy.

Biden downplayed – and joked about – the incident.

“That’s not a big deal. It happens,” he said. Biden pointed out that “incidences are way down” across Iraq.

He said the explosion happened while he was debriefing U.S. officials on his meetings, and that he finished the briefings before following instructions from his security detail to seek cover.

“I covered. I pulled the cover over my head and went to bed,” Biden quipped.

* Islamic Supreme Council: State of Law refused the proposals of the National coalition

Baghdad, July 6 (Aknews) – The Islamic Supreme Council which is headed by Ammar al-Hakim assured that the National Coalition issued more than one proposal to resolve the dispute about the prime minister’s post, but State of Law rejected the proposals.

“The Iraqi National Coalition submitted a proposal to provide more than one candidate from both coalitions and discuss their candidacy in an informal meeting, or choosing a compromise candidate, but State of Law rejected all proposals,” Bassem al-Awwadi, the adviser of the head of the Islamic Supreme council said on Tuesday.

“The proposal of State of Law about voting within the National Alliance for the candidates of the prime minister’s post could provide the solution but will create problems, as happened in 2006.”

“The proposals of State of Law don’t satisfy all parties since many members in the National Coalition believe that our brothers in State of law got a great opportunity during al-Jaafari’s and al-Maliki’s government and it is logical that the power should move to other parties”, he explained.

“No party decided so far to withdraw from the National Alliance, although the meetings are stalled for four days now, but the National Alliance will try till July 13 to reach an agreement.”

State of Law and National coalitions announced their alliance on May 4 after the alliance have 159 seats, four seats less than the majority needed to form the government, including 89 for the State of Law and 70 for the Iraqi National Alliance.

State of Law insists on nominating only one candidate who is the outgoing PM Nuri al-Maliki for the PM post while the Iraqi National Coalition demanded naming more than one candidate, especially that some forces within the coalition particularly Sadr movement led by the cleric Muqtada al-Sadr, opposes the nomination of al-Maliki for a second term, and the Iraqi National coalition nominated informally the former PM Ibrahim al-Jaafari and the outgoing president Adel Abdul Mahdi for the post.

State of Law started serious negotiations with al-Iraqiya after the meeting between Allawi and Nuri al-Maliki in order to form the next government.

The leader in the INC Ahmad al-Jalabi accused state of Law of being close to the United States before the arrival of the US Vice President Joe Biden to Baghdad on Saturday.

Trying to find where the money is going and the banking situation. Rumor is going around of a possible RV on the 16th at $1.13. A memo was given to KBR personnel, saying that as of Aug 1st, no more U.S. dollars would be on the base or in Iraq. Soldiers will be going to the Eagle cash card. possibly the civilians to. A bank in Fla that deals with international companies was told that in the near future, their payments for jobs would be in Iraqi dinar.
