Maliki concedes Allawi should be in government


BAGHDAD: Iraq’s incumbent Shi’ite Muslim prime minister said the next government to be formed after an inconclusive election in March had to include the Sunni-backed coalition that won the most seats.

Prime Minister Nouri Al Maliki, who is seeking a second term, said in an interview aired Friday it was too early for Iraq to be run by a majority government and a “national partnership government” was needed to ensure stability after years of war.

That meant the next government would be weak due to its subservience to conflicting interests, he said.

“I had wished that the (next) government would be formed on the basis of a political majority, leaving behind the quota-based system, but it seems that idea is still premature,” Maliki told the US-funded Al Hurra television network.

“The thing we have to accept is that there must be a national partnership government. A national partnership government means all main factions making up the Iraqi community are represented in it.” Maliki’s Shi’ite-led State of Law alliance came second in the March 7 vote with 89 seats in the 325-seat parliament.

The cross-sectarian Iraqiya bloc led by former prime minister Iyad Allawi won the most seats at 91 after gaining broad backing from minority Sunnis who dominated Iraq under Saddam Hussein and who are hungry to regain influence after seven years of Shi’ite political supremacy.

The results still need to be certified, a process that could yet take weeks.

In the meantime, Maliki’s bloc and Iraq’s other main Shi’ite-dominated coalition, the Iraqi National Alliance (INA), have been inching toward a tie-up that could sideline Allawi, a secular Shi’ite.

That could increase sectarian tensions if Sunnis feel aggrieved, at a time when the all-out sectarian conflict that followed the 2003 US-led invasion has faded and US troops are preparing to end combat operations and withdraw.

The 2010 budget is expected to positively impact the "economic, social, and political life" of the region.

After two months and 20 days of working and 13 sessions of discussions on the Kurdistan Region’s 2010 draft budget, and after all the articles and paragraphs of the draft law were scrutinized, discussed in detail, and voted for separately, the Kurdistan Regional Parliament voted for and passed the budget on Tuesday, April 13.

Tuesday’s Parliament session was headed by Dr. Kamal Kirkuki, Parliament Speaker, and attended by his deputy Dr. Arsalan Baiyiz, the secretary of Parliament Firsat Ahmed, Sheikh Baiyz Talabani, Kurdistan Regional Government’s (KRG) Minister of Finance and his deputy, Rashid Tahir, as well as Dr. Ali Sindi, the KRG Minister of Planning.

The total proposed budget of the region for the year was 11,432,176 million Iraqi Dinars (approximately US$10 billion: 3,534,074 million Dinars (approximately US$3 billion) is for the investment budget, and 7,889,102 million Dinars (approximately US$7 billion) is for the operating budget.

In a press conference in Erbil on Thursday, April 15, Finance Minister Talabani made a comparison about this year and last year’s budget, pointing out two major changes,. These include the increase in the budget by approximately 2.6 trillion Dinars (some US$1 billion), and a change in the share of operating and investment budget. According to Minister Talabani, in 2009 the investment budget was 27.81%, while it has increased in 2010 to 30%. The operating budget decreased from 72.19% to 69%. According to the draft law, the region would be running a deficit of some 835,000 million Dinars (approximately US$750 million) this year.

The approved budget has some minor differences with the original proposed budget.

The changes effected by Parliament during that period include rejecting a number of projects with a total approximate value of 40 to 50 billion Dinars (approximately US$.5 to 45 million), and supervising and implementing party for some projects with an approximate budget of 200 to 300 billion Dinars (US$250 to 350 million).

The new system for housing projects was rejected, and the old system was voted to continue functioning. This decision led to a reduction in the proposed 350 billion Dinars for the housing loan budget to 200 billion. The remaining 150 billion was used to increase the mortgage budget by 90 billion Dinars, allocating 10 billion Dinars for improving the sports infrastructure; 50 billion Dinars was allocated for investment and agricultural development.

Besides the original articles of the budget, the Legal Committee of Parliament suggested some recommendations to be included in the final law, which were as follows:

First: Uniting the budget and unifying all those institutions that are the remainders of the two separate administrations within six months, which won a unanimous "Yes" vote.

Second: The Council of Ministers has to provide details about the timing and locations of the projects along with other relevant information–this was also approved unanimously.

Third: Paying more attention to those areas that suffered most during the collapsed Baathist Regime. However, no specific area has been identified to be prioritized. This recommendation was also collectively approved.

Fourth and last: All salaries of all government employees whose salaries had been cut for political reasons have to be paid again, which was approved collectively without change.

Even though efforts have been made for the budget to give equal and balanced attention to various sectors and projects, it appears that some sectors gained more attention in the approved budget due to their urgency and significance to the population of the region.

A member of Parliament and of the Economic and Finance Committee, Omar Siddiq Mohammed, says that in general the education, higher education, and housing have been given more significance in comparison with the rest of the sectors.

"Providing a better education and more scholarship opportunities for university students abroad as well as finding a solution for the housing problem from which the people are currently suffering seem to be attached a higher priority in Kurdistan’s 2010 budget," said MP Mohammed.

MP Awaz Abdulwahid, member of the Security Committee from the Kurdistani List, said that Parliament also voted for the adjustments made by the central government’s budget to the salaries of police, security, and Peshmarga forces.

Experts and observers described the budget as the only fully transparent budget of the region, and the long discussion about it as proof of transparency and democracy.

Ali Omer, expert and professor of economics, claims that this year’s budget is different from the previous year’s due to the fact that it was prepared soon and discussed thoroughly while the entire region’s population was following the discussions. This is beside the fact that the budget is well drafted to provide the best services to the public and distribute the region’s wealth evenly and fairly among the people and the sectors.

Seventy-two votes supported the amended budget and won over 33 "No" votes. Thus, the 2010 budget of the region passed a prolonged period of discussion and scrutiny by Parliament members. This event is expected to have positive effect on various aspects of the economic, social, and political life of the region’s population and others who have a stake in the region.

Tho I am new to posting I am not to monitering what is going on, last week I posted about a topic about an opinion an aquaintance of mine had.I enjoyed all your positive feedback, know I am gonna voice my opinion….people want to sell and bail out, go right ahead if you think that is the thing to do. NO way am I gonna bail on this investment, been in it a long time, I will no longer debate with people that say I am crazy.I have faith that this will happen someday, when, who knows……Only advise I would offer is if you sell and it rv`s within a year, how will you feel.I will say no more best of luck to everyone.

BAGHDAD — Iraqi Prime Minister Nouri al-Maliki remains at loggerheads with his chief rival, Ayad Allawi, over who will claim the country’s top job after lawmakers elected last month are seated.

But on Friday, Maliki extended an olive twig to his nemesis, saying that Allawi’s Iraqiya bloc, which won two more seats than Maliki’s State of Law bloc, should be a key player in the next government.

Because political coalitions are free to redraw alliances now that the votes are counted, Allawi’s bloc could conceivably be marginalized if Maliki’s group manages to band together with other Shiite parties and the Kurdish coalition to gain enough seats to form a government.

Sunni leaders — who mostly supported Allawi, a secular Shiite — and U.S. officials call that scenario dangerous. They say they fear it would widen the sectarian divide and possibly spark a return to the Sunni-Shiite warfare that gripped the country several years ago.

Iraqi politicians say the political horse-trading is likely to drag on for months.

Maliki, who was interviewed on the U.S.-funded TV station al-Hurra, also said he would not attempt to lure swing blocs such as the Shiite Sadrists by ordering the release of detainees.

“I cannot do that,” he said. “Unless you want me to be another Saddam Hussein.”
